Revalorisations salariales : travail bâclé et copie à revoir

 

Depuis des semaines, de nombreux et nombreuses salarié·es se mobilisent pour exiger le retrait de la réforme des retraites. Alors que les enseignants et enseignantes, de l’aveu même du gouvernement, seraient les grand·es perdant·es de cette réforme, le ministre de l’Éducation nationale, Jean Michel Blanquer, devant la forte mobilisation dans ce secteur, a annoncé des revalorisations et proposé aux organisations syndicales un calendrier de concertations sur ce sujet. Nous avons déjà dit que ces pistes ministérielles de revalorisations étaient opportunistes, floues et nettement insuffisantes pour des personnels touchés depuis des années par le gel du point d’indice. Nous dénonçons des revalorisations qui se feraient majoritairement par l’introduction de primes, essentiellement pour les enseignant∙es, et qui viseraient, en parallèle, à « redéfinir » le métier. Pour rassurer un secteur largement mobilisé et méfiant, le ministre a dû calmer le jeu en promettant d’inscrire ce budget de revalorisation dans une loi de programmation pluriannuelle.

Pourtant, les conclusions du Conseil d’État, rendues public le vendredi 24 janvier, pourraient bien contraindre Jean Michel Blanquer à revoir sa copie ! En effet, selon le Conseil d’État, inscrire l’obligation d’une revalorisation via un futur projet de loi, dans un autre projet de loi (sur les retraites) est « inconstitutionnel ».

Pour la CGT Éduc’action, ce camouflet résulte de la précipitation dans laquelle cette réforme est menée et ne manquera pas d’accroitre la défiance des personnels de l’Éducation nationale à l’égard du ministre. En effet, comment garantir, désormais, la pérennité des revalorisations promises qui seraient échelonnées jusqu’en 2037 ? Ce gouvernement n’a-t-il pas suspendu pendant un an des revalorisations prévues dans le PPCR ?

Lors de nos diverses réunions avec le ministère cette semaine, alors que la CGT Éduc’action a évoqué les conclusions du Conseil d’État, l’entourage du ministre a rappelé que cet avis était indicatif et non partagé par le gouvernement. Dans ces conditions, le ministère s’est dit confiant pour continuer sur sa lancée et passer outre, comme il le fait avec les instances de l’Éducation nationale.

La CGT Éduc’action dénonce un dialogue social biaisé et réaffirme que les pistes annoncées par le ministre ne sont pas crédibles.

Plus que jamais, la CGT Éduc’action se dit déterminée pour empêcher ce gouvernement d’aller au bout de sa réforme et exige une revalorisation salariale immédiate sans contrepartie et pour l’ensemble des personnels.

Plus que jamais, la CGT Éduc’action appelle l’ensemble des personnels à poursuivre et amplifier la mobilisation sous toutes ses formes.
