Collèges et lycées :
Pas de reprise sans garanties sanitaires et pédagogiques

L’annonce de la réouverture des établissements du second degré (à partir du 18 mai pour les collèges dans les zones vertes et éventuellement début juin tous les collèges et lycées) a été accueillie avec inquiétude, scepticisme par les personnels que nous représentons. Inquiétude quant aux risque sanitaires que représente le regroupement de plusieurs dizaines à plusieurs centaines de personnes dans un même lieu ; scepticisme quant à l’intérêt pédagogique d’une reprise tardive dans des conditions très dégradées.

Cette réouverture imposée ne peut se faire à marche forcée, prenant le risque de ne pas réunion les conditions de sécurité sanitaire des élèves et des personnels, de ne pas avoir de ses éducatif et pédagogique, de ne pas respecter les droits des personnels : charge et organisation du travail, respect des missions.

La priorité est la santé et la sécurité des élèves et des adultes. Des conditions strictes de sécurité doivent être respectées, s ‘appuyant sur le protocole sanitaire national. Avant la réouverture, les personnels des collèges et des lycées doivent être partie prenantes des discussions sur les conditions sanitaires de réouverture des établissements et faire valoir leurs exigences. Si les conditions qu’elles et ils jugent nécessaires ne sont pas réunies, un établissement ne peut ouvrir. Si après réouverture, les personnels constatent que les conditions de réouverture et de reprise en présentiel leur font courir des risques pour leur santé ainsi que celles de leurs élèves, nous les accompagnerons pour qu’ils exercent leur droit de retrait.

Si les conditions sont réunies pour la réouverture, celle-ci ne peut se faire qu’à issue d’un travail collectif préparatoire, dans le strict respect du protocole sanitaire. Il faut notamment que puissent se réunir les instances démocratiques des collèges et des lycées : conseil d’administration, le conseil de la vie collégienne, le conseil de la vie lycéenne et la commission hygiène et sécurité. Enfin, les équipes doivent disposer du temps pour travailler ensemble à la construction du sens pédagogique de la reprise.

Dans le cadre de la préparation des reprises, une attention toute particulière doit être apportée aux internats qui ne doivent pas être ouverts quand le protocole sanitaire ne peut pas être respecté, que ce soit par manque de matériel de protection et d’hygiène, ou par manque de personnels pour en assurer l’encadrement ou le nettoyage.

L’accueil des élèves ne doit pas être guidé par des objectifs chiffrés au détriment de la sécurité et de la qualité éducative et pédagogique.

Nous sommes convaincus que c’est dès maintenant que doit se préparer la rentrée 2020, dont ont sait qu’elle ne sera pas une rentrée ordinaire. Nous demandons que les personnels y soient largement associés et que les moyens nécessaires soient octroyés.
